I like these quirky episodes and everything but...

They made it pretty obvious this series is just a spoof/parody (i.e. like "Galaxy Angels", "World Witches" and "Milky Holmes"): the only ones who didn't realize it yet are those who typed this series' info.

No, I knew there would be a lot of slice of life comedy to this show. What confuses me is the setup they made in the first episode with Nodoka training to fight alongside them.

If they made it out to be some spoof-type show from the beginning, that'd be fine, but it feels like they're trying to make us forget about the first episode is all.

The first episode concluded with their whole branch getting decommissioned though...?

There could still be a plot following that, like finding a way to do their job with their limited resources. Lots of shows like "Wake Up, Girls" use this concept of working their way to the top from the slums. It's not uncommon in the slightest.

If anything, abandoning that setup for slapstick comedy is way more wild.
